asked the Under-Secretary of State for the Colonies whether, as West Indian Governments are urged to take all possible steps to reduce the dependence of the West Indies upon imported goods, the refusals to permit the importation of second-hand paper-making machinery from this country to Jamaica, when conditions permit for the purpose of establishing paper-making, will now be withdrawn?

If my hon. Friend can give me particulars of any specific schemes, I shall be happy to examine them.

Mr. Adams

How is it that the information is not in the right hon. Gentleman's possession? Would not the fact that this refusal has been made rather indicate that vested interests are stopping economic development?

Mr. Macmillan

In the course of the short time available, I have not been able to find out to what the hon. Member refers; but if he will consult with me, I will investigate the mattter myself.

What is being done to encourage and assist the establishment of secondary schools and universities in the West Indian islands?

Mr. Macmillan

That is a much broader point; I would like notice of it.
