asked the Under-Secretary of State for the Colonies whether the appointment of the staff to act under the direction of Sir Frank Stockdale as Comptroller-General of the West Indian Development and Welfare Commission has now been completed; whether qualified West Indians have been appointed to any of the higher posts on the staff and, if so, how many?

Advisers to the Comptroller for Development and Welfare in the West Indies have been appointed to deal with Agricultural, Medical, Educational, Social Service and Economic matters, and the appointment of a Town Planning Adviser is under consideration. No further appointments are contemplated at present, but others will be made should the necessity arise. The answer to the last part of the Question is in the negative.

Am I to understand that it is not intended to appoint qualified Jamaicans to these high posts in connection with the Commission in Jamaica?

Oh, no.

Is the right hon. Gentleman satisfied that this gentleman is equally qualified to deal with agriculture, industry, education, health, and social welfare?

The hon. Member has misunderstood my reply. I said that the advisers to the Comptroller, Sir Frank Stockdale, are appointed to deal with these special subjects.
