§ Mr. BevinIn accordance with ordinary Departmental procedure, sanction for the institution of legal proceedings must be and is devolved upon responsible officials for whose actions I, as Minister, am accountable. Any particular case or class of case is brought to my personal notice if its nature or circumstances make this desirable. The actual institution of proceedings is subject in all cases to legal advice as to the sufficiency of the evidence available.
