asked the Under-Secretary of State for the Colonies whether steps are being taken to provide new constitutions for the Colonies of Trinidad and British Guiana based on universal suffrage and equal franchise as is the new constitution for Jamaica?

The Constitution of Trinidad has recently been amended, following the recommendation of the Royal Commission. The question of a similar amendment to the Constitution of British Guiana is now under consideration. In both Colonies the question of the franchise has been referred to a local committee. Neither committee has yet reported, and until they do so my Noble Friend is unable to make any statement in this matter.
