asked the Parliamentary Secretary to the Ministry of War Transport whether he will make an Order under the Emergency Powers Acts doing away with the necessity of a driving licence in the case of pedestrian-operated milk prams, having regard to the fact that the maximum speed of these vehicles is in the region of only three miles per hour?

It is very doubtful whether the step proposed could be said to fall within the scope of the Defence Regulations. In any case, I am not clear that it would be a wise course to take. At present it is necessary for a person using one of these vehicles, which are electrically propelled, to take out a provisional licence, at a cost of 5s. a year. This affords protection against their use by persons who, by reason of their age or of infirmity, might not control them adequately for the public safety.
