I am not entirely satisfied that all classes of local authorities will be covered by what was said on Clause r, and I am wondering whether my hon. Friend will ask the Minister of Health to circularise local authorities to the effect that those classes of workers who are not covered by the Bill shall be treated in the same way as they would have been had they been within its scope.
