45. Mr. David Adams

asked the Min-ester without Portfolio whether, in any steps contemplated in the structure of local government to meet the changing needs of the situation, he will assure the House that the basis of democratic election will be preserved?

Mr. Greenwood

Yes, Sir. In the consideration of any proposals that may arise out of inquiries into problems of local government after the war full regard will be paid to the maintenance of the principle of democratic election.

Mr. Adams

Do I understand that this principle will govern all the proposals concerning local government?

Mr. Greenwood

I hope so, but I do not rule out the possibility of indirect election by some authorities like the Metropolitan Water Board.
