§ Mr. GreenwoodYes, Sir. In the consideration of any proposals that may arise out of inquiries into problems of local government after the war full regard will be paid to the maintenance of the principle of democratic election.

§ Mr. GreenwoodI hope so, but I do not rule out the possibility of indirect election by some authorities like the Metropolitan Water Board.
