asked the First Lord of the Admiralty why, in the examinations for promotion to Sub-Lieutenant (E), preferential treatment is given to candidates from the Royal Naval Volunteer Reserve, as against active Service engine-room artificers with much more experience, even when their names top the list of candidates?

My hon. Friend would appear to be under a misapprehension. Promotion to Sub-Lieutenant (E) by examination is only applicable to the permanent Service.
