asked the Parliamentary Secretary to the Ministry of Works and Planning, whether he will give instructions for the removal of railings round statues, memorials, and other monuments when they are not of historical value?

Such railings are removed unless they form part of the memorial, are necessary to protect it, or possess exceptional artistic merit or historical interest of their own.

Why have the railings been left around the Albert Memorial? Is that to protect it?
