asked the Home Secretary whether he is aware that in connection with the Defence Regulations as to clubs, apprehension exists as to the future of working men's clubs: and can he make any statement on the matter?

Some representations have been made to me suggesting that there is apprehension lest in the future the provisions of the Defence Regulation relating to the registration of new clubs may be so used as to hinder the formation of desirable clubs for which there is a genuine need. No suggestion has been made that in practice the provisions have been operated in this way and I think these apprehensions are unfounded. It must be remembered that if objection is taken by the police to the opening of a new club the Regulation gives a right of appeal to a court of summary jurisdiction.
