63. Flight-Lieutenant Challen

asked the Home Secretary how many applications have been made by persons detained under Defence Regulation 18B to vote at Parliamentary by-elections; how many have been refused and the reasons given for such refusal?

Mr. H. Morrison

I am aware of two such applications, both of which I felt obliged to refuse. It would not, in my opinion, be right that a person whom it is necessary to detain in custody as a preventive measure should be temporarily released, or taken under escort to attend a polling station.

Will the right hon. Gentleman tell the House under what Regulation or authority these individuals are deprived of the franchise?

They are deprived of their liberty under Defence Regulation 18B.

While supporting the activities of my right hon. Friend under 18B, may I ask whether it is not the case that a man charged with high treason would be allowed to vote?

I should very much doubt it. My hon. Friend had better put a Question down about it.
