asked the Minister of Labour whether he can give an undertaking that no legislation regulating wages and hours in the catering industry will be introduced unless of an agreed character?

While I appreciate the advantages of agreement in such a matter and do not despair of obtaining them, I could not consent to such a derogation of the Authority of Parliament as is implied in my hon. Friend's request.
