§ Mr. ShakespeareI understand that there has recently been a marked decrease in rural unemployment in Palestine. In recognition of this fact, the High Commissioner has recently announced the issue, for the period July to September, of a quota of 750 certificates, in the distribution of which preference will be given to agriculturists. The position will be further reviewed when the question of the issue of a quota for the ensuing six months is under consideration.
