§ Sir A. DuncanThe object of the recent Order was to regulate more closely the manufacture of cosmetics. It does not reduce the quota of supply available to the public. On the contrary, by release of stocks in the hands of wholesalers increased supplies will become available. I do not think that a comparison can usefully be drawn between the use of cosmetics and the consumption of tobacco.
