§ The Chancellor of the Exchequer (Sir Kingsley Wood)I am aware that the present shortage of supplies of wines and spirits, and the consequent high price levels ruling, have caused persons not normally connected with the trade to engage in transactions in these liquors, and that some of these persons do not hold the Excise licences requried by law. The matter is under close observation, and appropriate action is being taken as occasion arises.

Friend aware that this new form of trading, through sub-wholesalers in wines and spirits, is so widespread that almost every licensee in the Metropolitan area is having to purchase a goodly portion of his wines and spirits through this black market? What drastic action is being taken?
§ Sir K. WoodAs my hon. Friend will appreciate, I am concerned, in this answer, only with the payment of Excise licences.
