asked the Secretary of State for the Home Department whether he is aware that people are being fined over the use of electric torches; and will he reconsider the regulation on. this subject in view of the powerful lights now allowed on motor-cars?

I am aware that some people have been fined for breaches of the Regulation governing the use of torches. The considerations that led to an increase of the lighting allowed for motor vehicles do not apply in the case of torches, and I am advised by the Air Staff that no higher standard of lighting for torches is desirable.
