§ The Secretary of State for the Home Department (Mr. Herbert Morrison)I am aware that some people have been fined for breaches of the Regulation governing the use of torches. The considerations that led to an increase of the lighting allowed for motor vehicles do not apply in the case of torches, and I am advised by the Air Staff that no higher standard of lighting for torches is desirable.
