asked the Parliamentary Secretary to the Ministry of Transport whether, in view of the black-out conditions, he will make it obligatory for farmers to keep their cattle under control and off the roads at night, thus preventing accidents to the public occurring, such as the one to which the hon. Member for Swindon recently drew his attention?

I will consult with my right hon. Friend the Minister of Agriculture and Fisheries to see whether means can be found of reducing the risk of accidents due to cattle straying on the highways at night.
