asked the Prime Minister whether he has now considered the possibilites and advantages of initiating the formation of a commonwealth of free peoples based on the co-operation of those Governments now operating on British or Allied territory, and the acceptance of any other nations willing to fight 1395 for the restoration or preservation of their freedom?

Any consideration which I have been able to give to the spacious and speculative matters referred to by my hon. and gallant Friend has not so far led me to seek an opportunity of committing myself or His Majesty's Government upon it.
