§ Mr. MorrisonI am aware of that, but it is the case also that other local authorities did not agree to the proposal. There is a difference of view among authorities, and even among Regions, which it is a little difficult to straighten out. Moreover, there is something else which will have to be straightened before this matter is settled. I assure my hon. Friend that I regard the matter as of some importance, but there are other matters in connection with Civil Defence which are more urgent.
