§ Mr. MorrisonThose detained under Regulation 18B all have those rights, and I assumed that the hon. Member was asking about those detained under that Regulation.

§ Mr. MorrisonI think that the ground is pretty generally covered by existing provisions, save for exceptional cases. There are instances in which the police and the Regional Commissioners can apprehend, but the exercise of those powers is subject to confirmation by the 971 Secretary of State, in which case the machine in due course picks up and the right of appeal is given.
