asked the Parliamentary Secretary to the Ministry of Food how many county boroughs, counties and county districts, respectively, have now established schemes of communal feeding which are now in working order; whether a list of these authorities will be made available; and what percentage of the present populations he considers it desirable that communal kitchens should be capable of feeding in the more vulnerable areas?

In view of that reply and of the success, the popularity and the manifest economy of communal feeding, are the Government giving the matter all possible support?

We are giving every possible support by encouraging local authorities in this matter.

Following is the answer:

Community kitchens are operated under the auspices of the Ministry of Food at 147 centres in the L.C.C. area, and by two other counties, 19 county boroughs and 190 districts. These figures include community kitchens originally established for evacuees only and now open to the general public. A list follows of the local authorities which have established community kitchens. Plans for schemes in 81 further districts have been approved, but in these cases the centres are not yet in operation. Some authorities have established community kitchens on their own financial responsibility, but the number of these is not known.

It is impossible to state a definite proportion of the population for which community feeding facilities should be provided, but the Ministry is actively engaged in assisting local authorities in towns with a population of 50,000 or more to provide emergency feeding facilities for not less than 10 per cent, of the population of such areas. Provision is also being made in smaller towns where this is deemed to be necessary on account of special local considerations.
