Mr. CooperI have already given very careful consideration in this matter, and I have found how great the difficulties would be in enforcing any compulsory system. I think that far less good will would be obtained from the Press under a compulsory system. On the whole, it has been decided to maintain the present voluntary system, which has worked very well.
