asked the Financial Secretary to the Treasury whether, in view of the growing public criticism of the Civil Service, he will consider setting up a special committee to inquire into the general methods employed by members of that Service in the execution of their duties?

I would refer the hon. and gallant Member to the answer given by the Lord Privy Seal to the hon. Member for West Salford (Mr. Emery) on 26th February. Under the guidance of the Treasury the improvement of organisation is kept constantly in mind by heads of departments. I do not think an inquiry by a special committee would be as useful.

While everyone recognises that the average Civil servant is a man of integrity, capacity and honour, does not my right hon. and gallant Friend think that their very devotion to the Service and their colleagues might hamper the efficient prosecution of the war in some cases?

I am obliged for all those kind things said about the Civil Service, which does not seem to have made it necessary to ask this Question at all.
