I should like to ask the President of the Board of Trade a question which, in my view, raises a very important matter. I gather that under this Clause the Board of Trade will be able to deal with removers of household effects. As he perhaps knows only too well, there has been a ramp in certain parts of the country. People have had their houses damaged and have had to get their furniture away, and the removers in the neighbourhood have attempted to charge—

Are pawnbrokers covered under this Clause?

It does not matter whether the trader is a pawnbroker or not, he must obey the law.
