asked the Parliamentary Secretary to the Ministry of Supply whether it is an instruction to per- sons responsible for production graphs and statistics of production that no tank shall be counted unless there are produced, at the same time, the appropriate tools and spare parts; and, if so, since when?

Production graphs and statistics of production cover many stages of the process of production, but the final statistics prepared for the Defence Committee (Supply) are based on the numbers of tanks which have been accepted by the Army as being capable of taking part in operations, that is, complete with essential tools and urgent spares.
