asked the Financial Secretary to the Treasury, why the regulations of the Civil Service do not permit an official, whose headquarters are in London and whose home is in Birmingham, to draw subsistence allowance either when on duty in London or when sent to Birmingham on temporary duty; and whether he will reconsider, the regulations?

The Financial Secretary to the Treasury (Captain Crookshank)

When an official is transferred from Birmingham to London he is entitled either to removal expenses or to subsistence allowances. When he returns to Birmingham for temporary duty he would get subsistence allowance if he had removed his home to London, but not if his home were still in Birmingham. This follows from the fact that subsistence allowances are granted to cover hotel expenses, etc., which are not of course incurred if the officer's home is in the area to which he is temporarily Transferred.

Is not this tantamount to expecting such a civil servant to incur the expense of maintaining two homes?
