asked the Prime Minister whether the statement made, on 26th December, 1940, by Sir Walter Layton, on his return from a Government mission to the United States of America, on the prospect of American aid, was made with the approval of the Government; and, if not, what steps are being taken to prevent a repetition of unauthorised statements being made by people who are, or have been, engaged on a Government mission?
