asked the Minister of Transport whether, in addition to the express omnibus system, he will arrange for conductors of omnibuses or tramway cars on infrequent services out to London suburbs to be instructed, when crowds are at stopping places, to give preference to long-distance passengers, by requiring short-distance passengers to travel on other more frequent and less crowded services covering the same early portion of the route?

To attempt to give preference to long-distance passengers on bus and tram services in London would involve inconvenience to the majority who travel relatively short distances, and serious delay at stopping places. It would also complicate unduly the operation of the queue system and place a difficult and invidious task upon the conductors.
