asked the Secretary of State for War whether he would indicate the extent to which other ranks are permitted access to King's Regulations?

No restrictions are placed on the access to King's Regulations by "other ranks."

Mr. Hall

Are copies of these Regulations put in the men's messes and other places where they can consult them?

Captain Margesson

I would not be certain, but if any soldier asked his company commander for a copy of the King's Regulations, I have no doubt it would be provided.
