Mr. Emeryasked the Financial Secretary to the Treasury whether disciplinary action, similar to a court-martial in the Navy, is taken to follow the unfavourable criticisms that have been reported, on several occasions, by the Committee on National Expenditure; and, if such is not the practice, will he institute this system for increasing the efficiency of the Civil Service by also retiring the inefficients?
