I beg to move, in page 43, line 16, to leave out "the Treasury may direct," and to insert: may be specified in regulations made by the Treasury,". This is the sort of Amendment which is always popular in the Committee, because it insists that a Government Department shall lay the papers on the Table before they become operative.

I beg to move, in page 43, line 26, to leave out "national," and to insert "public." This is almost a drafting Amendment. It was thought that the word "public" was rather wider than the word "national." The hon. Member for Stone (Sir J. Lamb) at an earlier stage asked us to change the words. My right hon. Friend said that he would consider doing so, and he has done so.
