§ Sir K. WoodI beg to move, "That the Clause be read a Second time."
1431 This Clause provides that a declaration for contribution of indemnities under Part I and premiums under Part II of the Bill should be treated as outgoings of a special nature. The Committee will recollect that under the Bill as drafted it is already laid down that any liability under Part I should be treated as being of a capital nature, and this shows how liabilities under the Act are to be treated in other cases.
