Can the Lord Privy Seal make a statement about the Business for the third Sitting Day?

On the third Sitting Day my right hon. Friend the Chancellor of the Exchequer will move the Votes of Credit, and, after any financial discussion, matters relating to the Ministry' of Information will be debated.
