§ Captain CrookshankI have no reason to suppose that the pass system is not working satisfactorily. The circumstances of Departments vary considerably from the point of view of security, and for that reason I do not think that a standard form of pass is desirable. I understand that in many Departments the period of validity is limited.
§ Captain GammansIs not the right hon. and gallant Gentleman aware that there are at least a dozen kinds of passes and that so long as the present system is in operation it is very difficult to ensure absolute security in the issue and control of passes?
§ Captain CrookshankI do not think I can accept that statement, and I do not think it is sensible to say that the security provisions should necessarily be the same at the Admiralty and the Tithe Redemption Commission.
