asked the Parliamentary Secretary to the Ministry of Food whether he is aware that in certain districts bakers and confectioners are charging for the bags in which their commodities are taken away; and whether, in view of his Department's instructions that food shops were exempt from the Paper Rationing Order, this is to be permitted to continue?
