My right hon. Friend regrets that it is not in the public interest to discuss methods of propaganda to Finland.

Are we to understand that no special arrangements are being made for special broadcasts to Finnish Social Democrats, Liberals, peasants and others who are deeply attached to their own democracy and many of whom must realise the danger and the wickedness of the course on which their Government has now embarked?
