Friend's suggestion, but the rationing of many foodstuffs, including sweetened condensed milk, is impracticable owing to variations in demand as between individuals, fluctuation in supply, and other factors. Urgent attention is, however, being given to possible schemes for improving the distribution of foods at present in short supply.
