HC Deb 22 April 1941 vol 371 cc20-1
38. Mr. Wilfrid Roberts

asked the Home Secretary whether the principle of the Morrison table shelter, or other indoor shelters, has been considered by experts, recently or in the past; and, if so, what were their recommendations?

The Joint Parliamentary Secretary to the Ministry of Home Security (Miss Wilkinson)

Yes, Sir. Before the new form of indoor shelter was decided upon, the design was subjected to exhaustive expert examination and to a variety of tests based on actual experience of bombing. The effect of the expert advice was that, while no indoor shelter can be expected to afford complete safety, this new design provides the best practical protection against the probable risks.

Mr. Roberts

Has the general principle of indoor shelters, as compared with shelters erected outside the houses, been considered?

Miss Wilkinson

Naturally, one does not decide on the details of design without deciding on general principles first.
