I beg to move, "That the Bill be now read a Second time"

This is a very small Measure, which I have already described in a speech on the Budget during the last Sitting Week, merely taking powers for the loans which we may require to issue during the year, a sum not exceeding the amount of Supply voted by the Committee of Supply, plus £250,000,000. The second point in the Bill is to remove a slight technical difficulty in the form in which the loans are made.
