A stall-holder is in exactly the same position as any other retailer in regard to obtaining supplies of tea and making sales to the public. I have seen Press reports of the learned stipendiary's comment referred to by the hon. Member. The Tea (Rationing) Order is designed to prevent consumers from obtaining more than the ration quantity of tea, and I have no reason to assume that it is ineffective in the manner suggested.
