asked the Home Secretary whether he will instruct the civil police to pass on to the War Office and Air Ministry, for disciplinary action, proved complaints of local residents about faulty black-outs of premises under the control of those Departments?

The instructions given to the police provide that when lights are observed in a Service Department's establishment, the matter is reported by the police to the Officer Commanding the establishment or unit concerned. The Service Departments have issued instructions to secure that these reports receive proper attention, and that any necessary disciplinary action is taken.
