MorrisonI have received a copy of the circular, but I understand that it was issued before the recent consultations 1142 between Ministers and representatives of the Trades Union Congress and employers' associations. In the course of these discussions general agreement was reached regarding a number of the matters mentioned in the circular, and certain misunderstandings were removed.
