asked the Home Secretary whether he has seen a circular, of which a copy has been sent to him, dated 12th February, from the National Society of Operative Printers and Assistants, giving advice to its members as to the terms on which they shall undertake fire-watching duties; and whether he is satisfied with the spirit and degree of cooperation shown in this circular?

I have received a copy of the circular, but I understand that it was issued before the recent consultations between Ministers and representatives of the Trades Union Congress and employers' associations. In the course of these discussions general agreement was reached regarding a number of the matters mentioned in the circular, and certain misunderstandings were removed.
