2. Mr. Glenvil Hall

asked the Minister of Labour whether his attention has been called to the fact that all members of the staff of the District Bank, Limited, have been told that, in compliance with the Emergency Powers (Defence) Conditions of Employment and National Arbitration Order of 18th July, 1940, it is necessary for them to form a new staff association on a contributory basis and that such association will have the right of appeal to the National Arbitration Tribunal; and whether, as no such obligation or right arises, either under this or any other Order, he will take steps to make this clear to all concerned?

I have been in communication with the bank concerned, who inform me that they have not made any statement such as that referred to in the first part of the Question. As regards the second part of the Question, the Conditions of Employment and National Arbitration Order, 1940, requires any dispute which is reported to me and is not otherwise settled to be referred to arbitration.

Is the right hon. Gentleman aware that I have seen the circular and have a copy in my possession; and if I send it to him, will he call the attention of the bank to the discrepancy between the circular and the information they have given him?
