asked the Minister of Transport whether, with a view to saving time, paper and postage, he will allow local taxation officers to renew driving licences upon verbal or written application in view of the fact that this procedure was followed before the introduction of driving tests, which have now been discontinued?

My right hon. Friend is not prepared to dispense with the written application for renewal of a driving licence, which is a statutory requirement and provides for a declaration by the applicant that he is free from disqualifications. Incidentally, my hon. and gallant Friend is incorrect in thinking that written application was not required before driving tests were introduced.
