HC Deb 22 October 1940 vol 365 c936
43. Mr. Profumo

asked the Chancellor of the Exchequer whether he will consider making arrangements whereby properly organised comforts funds could purchase cigarettes through factories, free of duty, for sending to troops at Christmas?

Sir K. Wood

There are facilities whereby any person or body in this country can send parcels of tobacco or cigarettes to members of His Majesty's Forces overseas without payment of duty, except in a few cases where local Customs duties may be collected on arrival. Certain approved bodies of a national character are also allowed, by arrangement with the Customs and Excise Department, to purchase tobacco and cigarettes free of duty for free distribution to wounded Service personnel in accredited Service hospitals in this country.
