Captain BalfourWaterproof, fleecelined overcoats are issued on the basis of four to every post, which is sufficient to provide for all men actually on duty and a reserve. Oilskins are issued at the rate of one per man for all full-time observers 1962 and for those on part time at the rate of one-third of the numbers. This ensures that all men on duty are provided for. My right hon. Friend is now considering a proposal for the personal issue of an overcoat to each observer.
