HC Deb 12 November 1940 vol 365 c1555
1. Mr. Denville

asked the Minister of Shipping whether he will consider an arrangement for seamen to negotiate at local banks their advance notes?

The Minister of Shipping (Mr. Cross)

An advance note is the means by which a seaman is enabled to obtain an advance of wages for the benefit of his family. Its validity is dependent upon the seaman going to sea in pursuance of his agreement, and it is therefore usually made payable two or three days after the vessel sails. It is not, accordingly, a negotiable instrument and could not properly be made so.
