Mr. CooperThe inquiry did not reach the Ministry until 18th October. Another Department had to be consulted and was not able to give a decision immediately. Telephonic communication was interrupted at the time, and thus attempts to reach the author of the inquiry by telephone, as he had requested, were not immediately successful.
