asked the Minister of Health whether he has sent or will send a circular to local authorities of port towns informing them that the responsibility for seeing that such necessities as clothing, food, and shelter for shipwrecked persons are the responsibility of county or county borough councils, and that in nearly all cases expenditure of local authorities so incurred will be recoverable out of public funds?

Yes, Sir, I issued a circular on 29th February on the lines indicated in the Question. I am sending my hon. and gallant Friend a copy.

Why should this be done locally and not by the Government?
