asked the Minister of Health whether, in view of the increased burdens upon the smaller shopkeepers and ratepayers, he will consider the introduction of some amending legislation to review the incidence of rateability and to remove certain apparent anomalies arising through the concessions of derating?

Does my right hon. Friend realise that the benefits of derating are going to many very prosperous firms while small shopkeepers and little tradesmen are called upon to bear an ever-rising burden?
